With Reid’s hopes and House Energy and Commerce Committee Chairman Waxman’s goal to push a bill out of his committee by Memorial Day, it is evident that climate legislation is going to be a major focus of Congress during the second half of this year. Notably, the nature of Reid's ideal climate bill is unclear, as he said, “That could involve cap and trade or a carbon tax.”
