Tim Jones, the chief executive of the Personal Accounts Delivery Authority (PADA), has announced that personal accounts will undergo what he terms a “soft launch” in 2011. It is hoped that this approach will avoid the large-scale information technology disasters that have affected previous private and public initiatives. PADA proposes that a small number of volunteer employers and employees will be invited to join the personal accounts scheme initially, with other employers being phased into the new system over a period of 12 to 18 months. The intention is that all employers should be involved by 2013 or 2014, and that the soft launch in 2011 will allow lessons to be learnt, so that the process is operating smoothly by the time employers start to join in large numbers.
