Penalties for data localisation breaches were the highest fines issued by the Russian Government under the Code of Administrative Offences in 2019 and this issue looks set to continue to dominate the cybersecurity space in 2020. Roskomnadzor, the Russian IT regulator, will control data localisation compliance and issue penalties, where appropriate, in the event of violation of laws.
