The European Commission has published a consultation paper inviting stakeholder comments on a future framework on the grant of state aid to public broadcasters to replace the 2001 state aid for Broadcasting Communication. The intention is not simply to bring the current guidelines into line with current state aid policy as part of the State Aid Action plan review, but also to consider whether changes are required to take into account the impact on public service broadcasting of developments in the delivery of audiovisual content and the entry into the market of new media services. New rules are due to be adopted by early 2009.
