The New Hampshire Senate has reportedly failed to override Governor John Lynch’s (D) veto of legislation (S.B. 154) that would have required the state to withdraw from the Regional Greenhouse Gas Initiative (RGGI ). Composed of 10 Northeastern and Mid-Atlantic states and three Canadian provinces, RGGI is the first market-based regulatory program in the United States to reduce greenhouse gas (GHG ) emissions via a cap-and-trade system.
