Reuters reported that global regulators are concerned that limits on banks’ market-making activities may cause liquidity problems during times of market stress, citing comments made by David Wright, Secretary General of the International Organizations of Securities Commissions. Basel Committee assesses EU and US implementation of the Basel framework. The Basel Committee on Banking Supervision published its assessment of how the EU member states that are members of the Basel Committee have implemented the Basel capital framework. IOSCO consults on cross-border regulation. The International Organization of Securities Commissions’ Task Force on Cross-Border Regulation issued a report on the cross-border issues facing regulators. The report suggests three broad types of tools which could be used to coordinate efforts to protect investors while reducing systemic risk. Comments should be submitted by February 23, 2015. The Basel Committee on Banking Supervision published a working paper assessing the potential impact and implementation challenges of specific standards issued by the Basel Committee in the context of emerging market, developing and small economies. FSB proposes securities financing standards. The Financial Stability Board published for comment proposed standards and processes for national authorities to use in collecting and reporting data on repurchase agreements, securities lending, and margin lending. Basel Committee reports on risk-weighted asset variability and Basel III implementation. The Basel Committee on Banking Supervision published two documents prepared for the G20 Leaders’ November 15-16, 2014 meeting: (i) a report on measures to reduce excessive variability in banks’ regulatory capital ratios; and (ii) an update on the implementation of Basel III standards since the 2013 progress report to G20 Leaders.
