The recent high-profi le inquest touching the deaths of David Gray and Iris Edwards explored the circumstances surrounding the actions of Dr Daniel Ubani, a German locum doctor, who saw both patients on his fi rst out-of-hours shift in the UK. The coroner recorded a verdict of unlawful killing, gross negligence manslaughter and made 13 recommendations for the improvement and increased regulation of out of hours care and ability of foreign doctors to practise in the UK. The Department of Health have also issued a report with 24 recommendations which emphasise the requirement for Primary Care Trusts and Strategic Health Authorities to regulate and monitor out-of-hours providers in their areas.
