A dispute has arisen between the European Commission (Commission) and the UK over the award of a public works concession by the City of York. The contract concerned the development of residential land in Osbaldwick. According to the Commission, the contract was governed by the rules on public procurement and should have gone out to an EU-wide tender. The Commission is also critical of the UK's alleged failure to introduce measures to ensure that future land development agreements comply with EU procurement rules. The UK Government is expected to publish guidelines on the application of the procurement rules to land development schemes shortly.
