The Cabinet Office yesterday issued this Procurement Policy Note on how to go about taking account of a candidate’s past performance on previous contracts at the pre-qualification stage.
The note applies only to government departments, executive agencies and non departmental public bodies but other contracting authorities are invited to follow it nevertheless. It also applies only to a few categories of public contract, including the procurement of facilities management services and call-offs under framework agreements where the value of the call-off is in excess of £20m.
The note contains some useful template wording for the OJEU notice and PQQ to inform candidates of the minimum standards required of them in relation to past performance on previous contracts. It also has proforma "performance certificates" in the annex and guidance on how to use and complete them.
