The Federal Electricity and Water Authority (“FEWA”) has requested an expression of interest (“EOI”) from developers for the design, build, finance and operation of a 45 million imperial gallons per day (“MIGD”) sea water reverse osmosis desalination Independent Water Project (“IWP”) located in the Emirate of Umm Al Quwain. All parties responding to the invitation will need to have experience in the aforementioned areas. In order to comply with the laws of the United Arab Emirates, the developer will need to incorporate a special purpose vehicle (“SPV”) to carry out the project. The SPV will enter into a long-term power supply agreement and long-term water purchase agreement with FEWA.
The project consists of a greenfield water treatment facility of 45 MIGD production capacity together with the associated infrastructure, located approximately 20km from the Northern area of the Emirate of Umm Al Quwain. The project will be organised as an IWP and its entire water capacity and output will be bought by FEWA as the sole buyer.
Interested parties will need to submit an EOI by 10:00 a.m. (local time in the United Arab Emirates) on 7 April 2016, in the form of (i) two original hard copies sent to: The Director General, Federal Electricity and Water Authority, 7th Floor, Al Mezan Building, Muheisnah 4, Beirut Street, P.O. Box 1672, Dubai, United Arab Emirates; and (ii) an electronic copy to firstname.lastname@example.org.
The expression of interest must contain the following information: name, address, telephone and fax number, email address of the authorised contact person from the developer, along with a brief description of the developer’s interest (including but not limited to the business profile, total number of employees and country of incorporation).
Following FEWA’s review of the expressions of interest, FEWA will contact applicants to let them know if they are successful in proceeding to the next stage.
