The Swedish Competition Authority (“SCA”) proposed to the Karlstad Administrative Court that a fine of SEK 230 000 should be imposed on the municipality of Karlstad. According to the SCA, the Municipality purchased two demo run trucks from a local supplier without prior contract notice. The total sum of the contracts exceeded the thresholds set in the Swedish Public Procurement Act and, thus, they should have been publicly announced in accordance with the public procurement rules.
