On 9 June 2009, the Chairman of the FSA, in a speech to the Association of British Insurers, highlighted key areas of focus for the FSA in the coming year. He pointed out that much of the FSA's focus in recent years had been on customer protection rather than prudential supervision. He added that the FSA would continue to work on the fair treatment of customers, but it would do so in line with prudential soundness. Additionally, he indicated that the FSA intends to be more forceful in pursuing enforcement against reckless or abusive practices. He also approved the recent proposal put forward by the European Council for the reform of financial supervision i.e. the creation of a new European system of financial supervisors.
