The European Parliament has published a working document summarising the content of IMD2 and highlighting certain issues which are still to be considered. In this document, the Parliament explains that the European Commission is proposing to capture direct (re)insurance sales by (re)insurers within the scope of IMD2, as well as claims related activities and sales of insurance which are complementary to sales of other goods (certain of which are currently exempted under the existing insurance mediation directive). Notably, the Parliament suggests that the proposed abolition of the exception for sale of travel insurance should be reconsidered. Other key issues mentioned in the working paper include the question of whether insurance investment products should be treated differently to pure investment products. The Parliament is due to consider IMD2 at its plenary session to be held between 20 and 23 May 2013.
