The Obama EPA has begun aggressive enforcement of New Source Review rules by filing a complaint (PDF:651KB) against a Kansas coal-fired power plant and another complaint against a Louisiana coal-fired power plant for increasing pollution levels without installing best available control technology (``BACT``). These new lawsuits were initiated after the Bush administration abandoned its efforts to overhaul the NSR program last December. In a public statement, the Justice Department called the complaints part of a national initiative to stop pollution from coal-fired power plants. The DOJ also noted that ``coal-fired power plants collectively produce more pollution than any other industry in the United States,`` and went on to provide a laundry list of detrimental effects caused by power plant pollution.
