Montana Gov. Brian Schweitzer announced yesterday that he plans to veto SB 498 if it passes through the Montana legislature. SB 498 is a bill that would give the Montana Board of Oil and Gas Conservation regulatory authority over the injection of CO2. The bill, however, does not define pore space, which is the reason that the governor plans to veto the bill. Instead, Gov. Schweitzer is supporting HB 502, which would give pore space ownership to the state with a few exceptions: tribal areas, natural gas reservoirs and unexhausted mineral estates.
