The FSA has published Discussion Paper 07/1 entitled A Review of Retail Distribution (DP07/1). In DP07/1 the FSA considers the efficiency of the retail distribution marketplace and market proposals to improve it, to the benefit of all participants, particularly consumers. The FSA wants a retail market where:
- Consumers are capable and confident.
- Information for consumers is clear, simple and understandable.
- Firms are soundly managed, adequately capitalised and treat their customers fairly.
- Regulation is risk based and principles based.
In the Retail Distribution Review the FSA wants to address the features of the retail investment market and the way products are designed and distributed that make the above aims difficult to achieve.
The deadline for comments on DP07/1 is 31 December 2007. The FSA expects to issue a Feedback Statement in Q2 2008 and, depending on its content, to issue Consultation Papers during 2008.
At the same time the FSA published 3 speeches given at the FSA retail distribution conference on 27 June 2007. The speeches cover the Retail Distribution Review and DP07/1.
