The State Administration for Industry and Commerce ("SAIC") has solicited public comments on the Administrative Regulations on Business Scope Registration for Enterprises (Draft for Comment) (the "Draft") formulated based on its amendment to the Administrative Regulations on Business Scope Registration for Enterprises issued in 2004, and the cut-off date for submitting comments is 11 September 2014.

According to the Draft, the provisions on the division of the business scope of enterprises into operational items subject to approval and general operational items and the registration of the time limit for operation of an operational item subject to prior approval have been removed. In addition, the relation between a business certificate and a business licence for operational items subject to approval prior to the registration of enterprises (i.e. operational items subject to prior approval) and operational items subject to approval after the registration of enterprises has been clarified, and the provisions requiring enterprises to disclose information concerning administrative approvals, certificates and other related information to the public via the enterprise credit information publicity system have been added to the Draft.
