CLG published a consultation paper on schools development last month, inviting comments by 10 December. The consultation is around whether a change of use to a school should be permitted development under the GPDO and, if so, which current uses should be able to take the benefit of the change. The idea is to make it easier for anyone wanting to set up a new school to do so if they find premises suitable for that use - but the consultation is hoping to identify any "unintended consequences" of such a move. In some towns and cities, the ability to change use from a number of town centre uses, for example, to a language school, will cause some issues for the local planning authority given the pressure on housing supply in those areas, so this may well be a consultation which generates a high volume of responses.
