The Retail Industry Leaders Association (“RILA”) has recently sent an open letter to President Obama expressing some of its concerns about the Affordable Care Act. Among the concerns expressed are an inadequate amount of time to comply with all regulations—some of which have not even been issued yet—by the Act’s effective date of January 2014. As RILA explains, “numerous retail employers have plan years that begin in February 2013, and extend through January 2014.” According to RILA, “these employers face an impossible task: revise the benefits structure mid-plan year to take into consideration yet-to-be released regulations.”
