On November 8, 2017, the Federal Register published Presidential Notice of November 6, 2017 – Continuation of the National Emergency With Respect to the Proliferation of Weapons of Mass Destruction, which extends for an additional year the national emergency first declared by Executive Order (E.O.) 12938 (November 14, 1994) with respect to the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States posed by the proliferation of nuclear, biological, and chemical weapons (weapons of mass destruction) and the means of delivering such weapons. E.O. 12938 was further amended by E.O. 13094 (July 28, 1998) and E.O. 13382 (June 28, 2005). The national emergency is being extended because the proliferation of weapons of mass destruction and the means of delivering them continues to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.
