The EU has adopted rules to discourage the beaching of ships for scalping. The idea is that the EU should ratify and implement the 2009 Hong Kong Convention on ship recycling. Under the new rules EU ship owners ail be required to recycle only at approved facilities. To get approval, facilities must comply with minimum standards on health and safety and environmental protection. Ships, like onshore factories, will be required to have inventories of hazardous materials. This will also apply to non EU flagged ships calling at EU ports. NGOs complain that the new rules can be circumvented by reflagging prior to recycling.
