The Ministry of the Interior promulgated on April 10, 2013 the amendment to the “Guidelines Governing the Approval for Application for Mainland Employees’ Entrance into Taiwan Due To intra-group personnel transfer by Multinational Enterprises.”  The amendment broadens the scope of multinational enterprises eligible for applying for their Mainland employees’ entrances into Taiwan by including in eligible applicants “a Hong Kong or Macau company which has a subsidiary or branch in Taiwan” and “a company which has its parent or head company in Taiwan,” provided that the following criteria are met: (1) the global asset is more than US$2 billion a year before the application; (2) a letter confirming the place of the headquarter has been issued by the Ministry of Economic Affairs; (3) number of employees in Taiwan is more than 100, among whom 50 or more having a college degree; (4) annual domestic net revenue is more than NT$1 billion; and (5) annual regional net revenue is more than NT$1.5 billion.
