The Public Utilities Commission of Ohio released a Combined Heat and Power Bulletin last week that describes two sets of proposed rules that may be “of interest to CHP developers, potential facilities, and the regulated community.” In the first set of draft rules, available here, the commission seeks comment on issues including “the interconnection application process, field-tested equipment, financial risk, capacity limits, and interconnection queue transparency,” the bulletin said. The commission then requested comment on the second set of draft rules, available here, regarding “a variety of net metering issues as well as the implementation of a standard market-based rate for electricity and capacity transactions between utilities and cogeneration facilities.” In the interconnection rule docket, interested parties must file comments by November 19, 2012, and reply comments by December 4, 2012. Comments are due by January 7, 2012, and reply comments by February 6, 2013, in the net metering rule docket.
