As Senators Kerry (D-MA), Lieberman (I-CT), and Graham (R-SC) continue to have private meetings with industry members about climate legislation, they have announced that they plan to target the week of Earth Day to release their bill. The Senators continue to work on their draft, which will include a price on the industrial release of greenhouse gas emissions. The bill is also expected to include a nuclear power title and a price collar that will help industry with costs. The one area that is still a work in progress is how the trio plans to allocate the emission allowances in the bill. The Senate begins its two-week recess today and the trio’s staff is expected to be working feverishly throughout the break on the legislation.
