The Centers for Medicare and Medicaid Services (CMS) has made updates to its data submission resources, which applicable manufacturers and applicable group purchasing organizations (GPOs) will use to submit data during Phase 2 of Open Payments registration and data submission. During Phase 2, which is scheduled to begin late May/June  and will run for no fewer than 30 days, CMS will require applicable manufacturers and applicable GPOs to submit detailed 2013 payment data and legal attestation to the accuracy of the data.

In response to help desk inquires, CMS recently made updates to the following data submission resources:

  • The Submission Data Mapping Document
  • The XML Schema Definition Document; and
  • The CSV Sample Files and XML Sample Files.

The updated resources are available on CMS' Open Payments website in the "Data Submission and Attestation" section. Additionally, CMS has provided a full explanation of the changes made to these resources in its "Open Payments – Data Submission Document Change Summary: April/May 2014" document. This document is also available in the "Data Submission and Attestation" section.

As always, CMS encourages industry users to review the data submission resources, and contact the help desk at with any follow-up questions.
