The International Civil Aviation Organization held its 38th Assembly in Montreal September 24 through October 4. The general assembly approved a plan to set up a global framework to address the industry’s impact on climate change within three years. The framework will be put in place by 2020. Some discussions had focused on a European Union proposal to allow countries to establish individual emissions trading regimes for flights to and from the area before the 2020 deadline, but the plan was not included.
