The Mexican proposal of a global climate change fund focuses on a central fund in which each state contribution is measured by population, gross domestic product and greenhouse gas emissions. Withdrawal from the fund would be based upon a country's need to cut emissions, build green technologies or adapt to climate change impacts. Jos Delbeke of the European Commissions' Environment Directorate, has commented that the proposal may find favour over a cap and trade scheme due to its flexibility. The proposals would not however be mutually exclusive to cap and trade, with a potential that the fund could be partially funded through the EU and future US trading schemes.
