The Japanese government introduced further sanctions against Russia on 27 January 2023. These include:
Designations of additional Russian individuals and entities
The Japanese government designated an additional 22 individuals and 3 entities related to the Russian Federation and 14 individuals who were judged to be directly related with the “annexation” of the Autonomous Republic of Crimea and Sevastopol or the destabilization of the eastern part of Ukraine or who are connected with the eastern and southern part of Ukraine and were judged to be directly related with the “incorporation” act by the Russian Federation and subjected them to the following sanctions:
- Restrictions on payments – A license is required to make a payment to the designated persons or entities.
- Restrictions on capital transactions – A license is required for capital transactions, including deposits, trusts, and loan contracts, etc., with the designated person or entities.
Export ban to the designated entities of Russian Federation
Effective 3 February 2023, the Japanese government introduced an export ban to the 49 entities of the Russian Federation, which were designated by the Notice of the Ministry of Foreign Affairs dated January 27, 2023.

I. 資産凍結等の対象となるロシア連邦の関係者（22個人・3団体）及びクリミア自治共和国及びセヴァストーポリ特別市のロシア連邦への「併合」又はウクライナ東部の不安定化に直接関与していると判断される者並びにロシア連邦による「編入」と称する行為に直接関与していると判断されるウクライナの東部・南部地域の関係者と判断される者（14個人）の指定
新たに，以下の措置の対象となるロシア連邦の関係者（22個人・3団体）及びクリミア自治共和国及びセヴァストーポリ特別市のロシア連邦への「併合」又はウクライナ東部の不安定化に直接関与していると判断される者並びにロシア連邦による「編入」と称する行為に直接関与していると判断されるウクライナの東部・南部地域の関係者と判断される者（14個人）を追加指定しました。

II．ロシア連邦の特定団体への輸出等に係る禁止措置
外務省告示（2023年1月27日公布）によりロシア連邦の特定団体として指定された49団体への輸出等に係る禁止措置が実施されました。

Designations of additional Russian individuals and entities
The Japanese government designated an additional 398 individuals and 28 entities related to the Russian Federation and subjected them to the following sanctions:
- Restrictions on payments – A license is required to make a payment to the designated persons or entities.
- Restrictions on capital transactions – A license is required on capital transactions, including deposits, trusts, and loan contracts, etc., with the designated person or entities.
Asset freezes against the two newly designated Russian banks (Sberbank and Alfa-bank) will go into effect on 12 May 2022.

Restriction on Foreign Direct Investment to Russia
Any new foreign direct investment to Russia, made on, or after 12 May 2022, will require a license from the government.
Import ban
Effective 19 April 2022, permission from the government is required to import certain specified items. The import of a specified item based on a contract dated before this effective date, will be allowed for three months from the effective date.
The specified items which are subject to this import ban are as follows (with HS codes):
- Alcoholic beverages: 22.03, 22.04, 22.05, 22.06, 2207.10. 22.08 (six items)
- Wood (chips, logs, and sheets for veneering): 4401.21, 4401.22, 44.03, 44.08 (four items)
- Machinery, electric machinery: 84.07, 84.09, 84.12, 84.13, 84.14, 84.15, 84.18, 84.19, 84.21, 84.22, 84.24, 84.28, 84.31, 84.43, 84.50, 84.62, 84.66, 84.71, 84.73, 84.77, 84.79, 84.81, 84.82, 84.83, 87.03, 87.08, 87.11, 87.14 (28 items)

2022年4月12日，日本政府は，ロシア連邦関係者に対する以下の追加制裁措置を発表しました。
1. 資産凍結等の対象となる398個人・28団体の指定
新たに，以下の措置の対象となる398個人・28団体を追加指定しました。
(1) 支払い等の許可制
(2) 資本取引（預金契約，信託契約及び金銭の貸付契約）等の許可制
＊ロシア連邦の特定銀行として新たに指定された２団体(スベルバンク（Sberbank）及びアルファバンク（Alfa-bank）)に対する資産凍結等の措置は，2022年5月12日から実施される。
2. ロシア連邦向けの新規の対外直接投資の禁止措置
財務省告示により，2022年5月12日以降に開始されるロシア連邦向けの新規の対外直接投資が許可制となります。
3．ロシア連邦からの一部物品の輸入禁止措置
経済産業省告示で定める特定の貨物のロシア連邦からの輸入が承認制となります。
施行日は，2022年4月19日。
施行前に契約した分について，施行後３か月間は，輸入を認める猶予措置が講じられます。
当該輸入禁止措置の対象となる品目は以下のとおりです (HS コードを示します。):
(1) アルコール飲料
22.03, 22.04, 22.05, 22.06, 2207.10. 22.08 (６品目)
(2) 木材 (チップ, 丸太, 及び単板)
4401.21, 4401.22, 44.03, 44.08 (４品目)
(3) 機械類・電気機械
