As we recently reported, the USPTO proposed new rules that would require recordation of the “attributable owners” of patents and pending applications, and has invited public comment on the proposed rules. Subsequently, the USPTO announced that it will hold two public hearings on the proposed rules, on March 13, in Alexandria, Virginia, and on March 26, in San Francisco, California. The Office plans to make the hearings available for viewing via webcast, with instructions for doing so to be forthcoming. The Office also extended the deadline for submitting written comments on the proposed rules, from March 25, 2014, to April 24, 2014. They can be submitted by email ([email protected]), postal mail (Mail Stop Comments-Patents Commissioner for Patents, P.O. Box 1450, Alexandria, VA 22313-1450 Attention: James Engel, Senior Legal Advisor, Office of Patent Legal Administration, Office of the Deputy Commissioner for Patent Examination Policy) or by the Federal eRulemaking Portal.
