Working as I do, most days, from our Norwich office, I have been following the progress of a judicial challenge to the Joint Core Strategy for three Norfolk LPAs.  Norwich City, Broadland and South Norfolk Councils have been working on the Strategy as the Greater Norwich Development Partnership for some time and adopted it last March.  The GNDP is also introducing a CIL charging scheme and there are clear advantages for the three LPAs to work together.  Unfortunately this still did not prevent a successful legal challenge to the Strategy last Friday, when Ouseley J seems to have concluded that parts of the GDNP's Strategic Environmental Assessment were not adequate - particulary in respect of a proposed new growth area and a distributor road around the northern edge of Norwich.   There is to be a further hearing shortly to decide what the Judge will do to the Stategy as a result of his decision.
