In June this year, the EU Commission introduced proposals to ease the red tape on shipments within the EU and plans to introduce other proposals on shipments to non-EU ports before the end of 2013. The idea for the intra-EU shipments is to ensure that ship cargoes have no more formalities than road cargoes. The problem with ships is that when they leave an EU port they most often go outside the 12 mile territorial limit of the EU before reaching the next EU port. This in effect is like leaving the EU and then re-entering it. The idea now is to expand the shipping line service idea to all intra Community movements. The new systems should be up and running by 2015.
