The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a final rule effective April 19, 2013, cutting hazardous material transporter registration fees in half for the 2013-2014 fee year. 78 Fed. Reg. 23,503 (4/19/13). According to PHMSA, the fees are used to fund emergency preparedness grants, and the agency reports “an unexpended balance of over $13 million.” Titled “Hazardous Materials; Temporary Reduction of Registration Fees,” the fees apply to “all persons, as defined in PHMSA regulations, that transport or offer for transportation in commerce certain categories and quantities of hazardous materials.”

The fees will be $125 for small businesses and nonprofit organizations and $1,300 for all others, with rates reverting to higher levels for 2014–2015. Companies that have multiyear registrations can evidently apply for a refund for the 2013–2014 registration year.
