On December 13th, Steven Maijoor, Chair of the European Securities and Markets Authority, submitted a statement to the U.S. House Agriculture Committee concerning the cross-border application of the U.S. Dodd-Frank Act's derivatives provisions. Addressing the U.S. CFTC's swaps rules, Maijoor expressed "strong concern" for the CFTC's requirement that foreign swap dealers register with the U.S. agency by the end of 2012, despite a possible temporary waiver from some related obligations.
