The Surface Transportation Board (STB) has announced that its staff will hold informal meetings with interested persons to discuss and gather feedback on the adequacy of current STB regulations regarding emergency service (49 C.F.R. Part 1146, Expedited Relief for Service Emergencies) and service inadequacies (49 C.F.R. Part 1147, Temporary Relief Under 49 U.S.C. §§ 10705 and 11102 for Service Inadequacies). The existing regulations have rarely been used, even in times of rail service deterioration, such as the recent CSX service crisis and the BNSF and CP service problems in 2014. Therefore, the STB is interested in exploring through informal discussions whether and how the agency’s current regulations need to be modified to offer a more meaningful path of relief in times of serious rail service challenges.
The STB encourages interested practitioners and stakeholders to share their views, experiences and ideas for improving its emergency service regulations. Participants may meet with staff in person at STB headquarters or through teleconferencing. STB staff will be available for meetings during business hours in April, May and June 2018.
