AL2013-007-E, HH Health System — Morgan, LLC, d/b/a Decatur Morgan Hospital, Decatur, AL:

This application was filed for an Emergency Certificate of Need to relocate 130 licensed acute care beds from Hartselle Medical Center, which closed January 31, 2012, to Decatur Morgan Hospital. This application was approved under the emergency process and was presented to the Certificate of Need Review Board for ratification.

AL2013-011-E, Baptist Health System, Inc. d/b/a Princeton Baptist Medical Center, Birmingham, AL:

This application was filed for an Emergency Certificate of Need to relocate six psychiatric beds from Cooper Green Hospital to Princeton Baptist’s existing inpatient psychiatric unit for use as geriatric psychiatric beds. This application was approved under the emergency process and was presented to the Certificate of Need Review Board for ratification.

Ratified (unanimous vote).

*Of note, eight additional psychiatric beds are being sold by Cooper Green and will be available statewide for any health care facility interested in purchasing.

AL2011-015, Renal Treatment Centers-Southeast, LP d/b/a Talladega Dialysis:

Certificate of Need number 2535-ESRD was issued June 2, 2011, for the addition of one End Stage Renal Disease (ESRD) home training station to be used alternately for peritoneal dialysis training and home hemodialysis training. The estimated cost of the project was $42,760.00. The final cost of the project was $129,401.00, resulting in a cost overrun of $86,641.00. Applicant indicated the cost overrun was due to increased operating costs due to more than projected utilization.

  1. AL2012-038, Biomedical Applications of Alabama, Inc. d/b/a Biomedical Applications Camellia, Greenville, AL:

Proposes to replace and relocate the existing 10-station hemodialysis ESRD facility and expand by adding an additional six hemodialysis stations. Opposition: None

  1. AL2012-040, Therapy Achievements, LLC, Huntsville, AL: 

Proposes to add physical and speech therapy to the main facility, which will be relocated from 2011 Gallatin Street, Huntsville, Alabama, to 802 Shoney Drive, Huntsville, Alabama, as well as the satellite clinic located at Clearview Cancer Institute at 3600 CCI Drive, Huntsville, Alabama. Opposition: None

AL2005-039, Athens-Limestone Hospital, Athens, AL: Proposes to establish a 40-bed Long Term cute Care Hospital, hospital within a hospital, in Region II. Opposition: Noland Health Services, Inc. and Long Term Hospital of Huntsville, LLC, Crestwood Medical Center, Select Specialty Hospital-Huntsville, Inc. withdrew opposition/intervention and request for a Contested Case Hearing. Administrative Law Judge remanded the project to the CONRB 11/10/2010. At the time of the remand, the Centers for Medicare and Medicaid Services had a moratorium on the establishment of new LTACH beds.

AL2012-025, Ace Home Health Care, LLC, Huntsville, AL: Proposes to provide home health services in Madison County. Administrative Law Judge denied this application. The new rules essentially change the required number of copies and form of copies submitted of certain filings involved with various deadlines in the Certificate of Need review cycle. All three rules were approved.

IV. NEW BUSINESS

410-1-4-.01 New Institutional Health Services Subject to Review

The proposed rule is intended to clarify the definition of “general medical surgical” beds in context of the reallocation of beds. The motion to publish the rule was approved.

The next CON Review Board meeting will be held on January 16, 2013.
