On 11 December the California Air Resources Board unanimously approved a plan for reducing the state’s greenhouse gas emissions to 1990 levels by 2020. The plan outlines rules for nearly every sector of California’s economy. It is claimed the plan is the US’s most comprehensive strategy for curbing climate change and fostering a low-carbon economy.
