• The European Commission has launched infringement procedures against Belgium, Estonia, France, Greece, Hungary, Latvia, Luxembourg, Malta, Portugal, Slovakia, Slovenia and Sweden for failure to notify their National Energy Efficiency Action Plans (NEEAPs) by 30 June 2007, as required by the 2006 Energy End-Use Efficiency and Energy Services Directive. The NEEAPs must contain national strategies on how to achieve a 9% energy savings target by the end of 2016 (RAPID, October 17, 2007; Europolitics, October 18, 2007, p. 7)
  • The European Commission has sent a letter of formal notice to France in relation to its continuing failure to implement a Court ruling relating to France’s failure to transpose fully the Directive on energy taxation (2003/96/EC) (RAPID, October 18, 2007)
  • The UK has announced that it was considering making a claim to territorial rights over an area of Antarctica which is disputed by countries searching for new sources of oil and gas. Norway and France have also made claims to territories in Antarctica (FT, October 18, 2007, p. 8; WSJE, October 18, 2007, p. 8)
  • On October 17, 2007, the European Regulator’s Group for electricity and gas (ERGEG) opened a public consultation on its Gaz Regional Initiative (GRI) to canvas shareholders’ views on coherence, convergence and consistency of approaches across the three EU gas regions. The consultation runs until December 17, 2007 (Europolitics, October 18, 2007, p. 14)
