Greece is being taken to the European Court of Justice for breaches of procedure under the procurement rules in respect of the award of six sub-contracts for a project involving the protection and restoration of the forest around Thessalonica. The European Commission disputes the use of qualitative criteria for selection of tenderers that do not match the requirements in the directive and have also raised doubts about whether the award of the six sub-contracts complied with the rules on transparency and equal treatment. They claim the awarding procedure began before the contracts were defined with any certainty and therefore there was ambiguity over the eventual requirements.
