On 18 April 2014, the Government promulgated the Decree No. 31/2014/ND-CP detailing a number of articles and enforcement of the Law on Residence. This Decree replaces the Decree No. 107/2007/ND-CP dated 25 June 2007 detailing and guiding the implementation of a number of articles of the Law on Residence and the Decree No. 56/2010/ND-CP dated 24 May 2010 of the Government amending and supplementing a number of articles of the Government Decree No. 107/2007/ND-CP.
Under the new Decree a citizen registering permanent residence in a central city must meet the following requirements:
- Having legal accommodation place in the central city.
- Duration of temporary residence in the central city must be at least 01 year in case of registering in a suburban district or county town, or at least 02 years in case of registering in a district.
- Place of registration for permanent residence must be the place of temporary residence.
The conditions for permanent residence registration in the inner city of Hanoi shall be regulated by the Law on Capital and documents guiding the implementation of the Law on Capital.
Permanent residence must be registered within 12 months from the date of moving to the new legal accommodation place and satisfying all the conditions for permanent residence registration. Duration of registration of residence for newborn babies is 60 days from the date of the Birth Certificate.
This Decree shall take effect from 15 June 2014.
