On July 5, 2013, the International Seminar of Reform and Cooperation on Solvency Supervision hosted by the China Insurance Regulatory Commission ("CIRC") was held in Beijing. The officials of some emerging market regulatory authorities and the representatives of the International Association of Insurance Supervisors attended the meeting. Xiang Junbo, chairman of CIRC made four proposals for the exchange and cooperation on solvency supervision at emerging markets: 1. Establishing the long-term mechanism for solvency supervision exchange at emerging markets, and sharing the updates and achievements on solvency supervision reform regularly; 2. improving the information sharing and supervision coordination mechanism at emerging markets, strengthening inter-region risk warning at early stage, coordinating in taking supervisory measures to prevent risk cross-border transmission; 3. Exploring the negotiation and coordination mechanism of emerging markets in the formulation of international solvency supervision rules to strengthen the right of speech and influence of emerging markets and obtain common interests; 4. Studying the mutual recognition mechanism of solvency supervision at emerging markets to promote the cross-border flow of insurance capital and achieve mutual benefits and win-win results.
