The Competition Commission (CC) has ordered Capita Group plc (Capita) to divest IBS OPENSystems's (IBS) council tax revenue and benefits software business within a reasonable time or face having to divest the entirety of the whole of IBS's business. This decision follows the CC's investigation of Capita's acquisition of IBS. Both IBS and Capita produce software used for the management of council tax revenue collection, benefits distribution and social housing. The CC is concerned that the acquisition will result in a substantial lessening of competition in the market for council tax revenues and benefits software because the merged entity would compete with one remaining supplier. However, the merger is not expected to have an anti-competitive effect on software used in social housing revenue collection.
