The report of the Local Plans Expert Group was published with the Budget, proposing statutory timetables for the preparation of local plans, shorter evidence base, easier objectively assessed needs calculation: The eight-strong group had been established by the Housing and Planning Minister, Brandon Lewis MP, under the chairmanship of John Rhodes from the planning consultancy, Quod.

Richard Harwood QC was the sole lawyer member of the group.
