Ohio Lieutenant Governor and Department of Insurance Director Mary Taylor recently named Joe Garber the Department’s Chief Legal Counsel. Mr. Garber will advise the Department on legal matters and will recommend appropriate courses of action in legal and administrative proceedings involving the agency.
He will direct the Office of Legal Services, and will serve as a liaison with other state agencies and the Ohio Attorney General’s Office.
Prior to joining the Ohio Department of Insurance, Mr. Garber worked at Nationwide Mutual Insurance Company where he served as Managing Counsel in the company’s Office of General Counsel. He was responsible for analyzing and consulting on statutory and regulatory issues affecting the Material Damage, Casualty and Property Claim’s teams. During his eight years with Nationwide, he also served as Lead Counsel for the Texas Regional Operations, and was Senior Counsel for the company’s Commercial Operations, and Texas Regional Operations and Midwest Regional Operations leadership teams.
He previously was staff counsel at the Ohio Department of Insurance working with the Market Conduct Division. He also worked in the Attorney General’s Office as an Assistant Attorney General assigned to the Department of Public Safety where he served as Counsel for the Investigative Unit. Mr. Garber started his career working eight years in the Franklin County Prosecuting Attorney’s Office.
Mr. Garber received an accounting degree from The Ohio State University Fisher College of Business in 1987 and earned his Juris Doctor from the University of Toledo College of Law in 1991. Mr. Garber is also a Certified Public Accountant.
He joined the Department on April 11, 2011.
