On April 15, 2010, US Trade Representative Ron Kirk directed the ITC to conduct a study on the economic impact of removing tariffs on environmental goods. Kirk specifically requested via a letter to ITC Chairwoman Shara Aranoff that the ITC update a 2002 report using 2010 US Harmonized Tariff System nomenclature and 2009 trade data to determine whether the United States could withstand the complete elimination of duties on environmental products from all trading partners. Kirk stated that the Office of the United States Trade Representative (USTR) would benefit from the report, which would provide information regarding the trade issues on which the current administration has focused, a more detailed assessment of current global trade in environmental goods, and data on how US environmental goods exporters could benefit from trade liberalization. The ITC’s report is due in February 2011.
