As of Oct. 30, 2008, there are no more annual registration fees for either above or underground storage tanks (ASTs or USTs) in Texas. Further, all USTs must have secondary containment capability by Jan. 1, 2009. The new regulations also require companies to submit proof of financial assurance with the annual self-certification form from owners of USTs. Owners must have annual registration or self certification as a condition to obtaining a valid UST delivery certificate in order to get fuel deliveries.
