Senate Commerce, Science, and Transportation Committee Chairman John "Jay" Rockefeller (D-W.V.) and Ranking Member Kay Bailey Hutchison (R-Texas) have announced that they will reconstitute the Committee's Communications Subcommittee in the 111th Congress. The Subcommittee, formally titled the Communications and Technology Subcommittee, will have initial jurisdiction over the telecommunications and media issues addressed by the Committee. Subcommittees generally take the "first crack" at legislation, conducting hearings and amending bills before reporting those bills to the full Committee for further action. The Communications Subcommittee was suspended during the chairmanship of former Senator Ted Stevens, and that suspension was continued during the chairmanship of Senator Daniel Inouye (D-Hawaii). During this period, all communications and media issues were addressed by the full Commerce Committee without subcommittee input. The Subcommittee will be chaired by Senator John Kerry (D-Mass.), with Senator John Ensign (R-Nev.) serving as Ranking Member.
