The EPA has released its preliminary study of the Waxman/Markey discussion draft bill. EPA is expected to provide a complete study once all the details in the bill are finalized, specifically those on the allocation of emission allowances. The EPA study focused only on the cap-and-trade portions of the bill, and states that GDP would grow up to $16 trillion by 2015, and to $22 trillion by 2030. For the study, the price per ton of carbon dioxide used for allowance prices was estimated at $13-$17 in 2015, and $17-$22 by 2020. The analysis also says that coal-fired power plants with carbon capture and storage technology would be available by 2015.
