The Environmental Protection Agency (EPA) has sent its proposed rule to regulate vehicle greenhouse gas emissions to the White House for review. The proposal will be reviewed by the White House Office of Management and Budget before being published in the Federal Register. The rule is also expected to result in the EPA issuing an additional rule which would set GHG limits in air permits based on a section of the Clean Air Act. It is expected that the EPA will shortly send over the rule establishing limits on GHG emissions in prevention of significant deterioration (PSD) permits.
