The Civilian Board of Contract Appeals (CBCA) issued an interim rule publishing the board’s rules of procedure, which went into effect on July 5, 2007. 72 Fed. Reg. 36793 (Jul. 5, 2007). The CBCA, which began operating on January 6, 2007, is authorized to hear and decide contract disputes involving executive agencies (other than the Department of Defense, the Departments of the Army, Navy, and Air Force, the National Aeronautics and Space Administration, the U.S. Postal Service, the Postal Rate Commission, and the Tennessee Valley Authority) under the provisions of the Contract Disputes Act. The CBCA also conducts other proceedings as required or permitted under certain statutes or regulations. Comments to the interim rule must be submitted to the board by September 28, 2007.
