Alan Greenspan, former Federal Reserve Chairman, has spoken out against a cap-and-trade program to cut emissions. He believes that such a program would hurt the economy and cause people to lose jobs across the country. Greenspan said at the Cambridge Energy Research Associates conference, "I don't think there has been enough discussion about what we mean by a cap." So while he here is speaking out against the cap, it seems that he isn't totally against a trading system. During the conference he also spoke in favor of nuclear technology to fight global warming
